Benalla Rural City Council is inviting community members to provide feedback on two important draft documents that guide how we plan, manage and maintain our community assets:

  • the draft Asset Plan 2025–2029, and
  • the draft Asset Management Policy.

Each document plays a vital role in ensuring our infrastructure and services continue to meet the needs of the community now and into the future.

You’ll find a separate tab for each policy on this page. We encourage you to read through the drafts and share your thoughts on the aspects that matter most to you.

Your feedback will help shape how Council invests in and cares for the assets that support everyday life in Benalla Rural City.

Draft Asset Plan 2025-2029

The draft Asset Plan 2025-2029 is a strategic document that outlines how Council intends to manage, maintain and invest in community infrastructure over the next four years. It covers the renewal, maintenance, acquisition, upgrade and disposal of Council-controlled assets such as roads, buildings, bridges, footpaths, parks and other facilities.

Under section 92 of the Local Government Act 2020, councils must create an Asset Plan. The Asset Plan must be reviewed and adopted by the 31st of October following each council election. The Plan must be developed in accordance with deliberative engagement.

This Plan plays an important role in ensuring that our assets remain safe, functional, and fit for purpose, both now and into the future. It also reflects our commitment to using resources wisely, meeting community needs, and planning responsibly for future generations.

We’re seeking your input to help shape the future of infrastructure across Benalla Rural City.

Community members are encouraged to review the draft Asset Plan 2025-2029 and provide feedback on any aspect of the plan they believe should be updated or improved. All feedback received will be considered before the final Asset Plan is presented to the Council for adoption by 31 October 2025.

Draft Asset Management Policy

The draft Asset Management Policy sets out the principles that guide how Council sustainably manages its assets to meet the current and future needs of the Benalla Rural City community.

This policy applies to all physical assets owned or controlled by Council, including roads, bridges, buildings, parks, stormwater infrastructure, plant and equipment. It outlines the governance, responsibilities and practices that ensure these assets continue to support essential services and deliver value to the community.

The Policy is designed to promote good governance, legislative compliance, and long-term planning. It ensures assets are managed in a structured, coordinated and financially responsible way, using a lifecycle approach that considers the full cost and performance of assets from acquisition through to disposal.

It also reinforces Council’s commitment to community engagement, continuous improvement, and making informed decisions that balance service delivery needs with available resources.

We’re seeking your input to help shape the final version of this policy.

Community members are invited to review the draft Asset Management Policy and provide feedback on the proposed principles and approaches. All feedback received will be considered before the final policy is presented to Council for adoption.
