Benalla Rural City Council is inviting community members to provide feedback on the draft Financial Plan 2025/26 to 2034/35.
The Financial Plan 2025/26 to 2034/35 is a strategic document that outlines how Council intends to manage its finances over the next ten years to maintain financial sustainability while delivering services and infrastructure to the community.
The plan includes long-term financial forecasts for income, expenditure, assets, liabilities and cash flow. It supports the delivery of Council’s vision, priorities and actions, as set out in the Council Plan, and provides a financial framework to guide decision-making, budgeting, and service delivery.
Under section 91 of the Local Government Act 2020, Council must develop and adopt a financial plan to provide a long-term view of the resources that are expected to be available to the Council and the proposed/predicted application/use of those resources over a 10-year period.
The draft Financial Plan 2025/26 to 2034/35 reflects Council’s ongoing commitment to sound financial management. It considers current challenges such as cost-of-living pressures, rising construction and materials costs, and the financial implications of delivering major infrastructure projects and essential services.

It can also be viewed at or obtained from Council’s Customer Service Centre, 1 Bridge Street, Benalla, between 9am and 4pm, Monday to Friday.
