Council will work with the Committee of Management, user groups and the community to maintain the BIRC and discuss how the facility is used in the future.

Council will work closely with the Tennis and Croquet Club and All Blacks Football Netball Club as the project progresses. Council is committed to supporting both clubs in both scenarios of the BIRC staying or being relocated.

Once everyone agrees on the basic plan and how much it will cost, the project moves on to the next step, which is designing the building in more detail.

The Detailed Design phase builds on and develops the approved Concept Design. It's where all the specifics of the building get figured out, like what materials will be used, how everything will fit together, and how much it will cost. This is the phase prior to the documents being prepared for public tender or pricing by builders.

The Churchill Recreation Reserve site is already a sporting and recreation precinct with a range of recreational activities catered for. Before siting a new facility on this site, a masterplan for the whole site would need to be considered, to ensure a balance that retains open recreation space against buildings, carparks and other existing sporting activities.

Parts of the site, containing the dog park, hockey pitch and netball courts could likely remain accessible during construction, but the rest of the reserve would likely be inaccessible.

An extensive geotechnical site investigation has been undertaken at the Churchill site, as well as research into historic documents regarding previous usage of the site.

The geotechnical report has been presented to the project structural engineer for review and feedback and they have advised that there are reliable options available to construct a facility on this site, however they have recommended further localised investigation specifically in the proposed building location, should it be decided to proceed with this site as the new location for the multi-sport stadium.
