Site Selection

The first stage of community consultation for the Benalla Indoor Recreation Centre Redevelopment is the selection of the most appropriate site.


Brand Architects have conducted a feasibility study of potential site for the redeveloped stadium. The three (3) possible sites being considered are:

Option 1 - Ackerly Avenue Reserve (home of the current BIRC)

Option 2 - Churchill Recreation Reserve

Option 3 - Barkly Street (former Benalla College Site)


At this first stage, community input is highly important to Council. We want to hear what the community think about the site options. Brands recommendation on the preferred site is Churchill Reserve. This recommendation is based on a number of criteria including site conditions, site services, site planning and layout, town planning, and construction considerations. Council will make a final decision on the site early 2024. The communities responses from the survey below and other consultation activities results will be presented to the Councillors alongside Brands assessments to guide the final decision on site location.

Ackerly Avenue (Existing site)

Site Information

  • Development restricted by existing buildings and nearby infrastructure
  • Site Subject to flooding and rising damp
  • Area available for development is small
  • Development at this site will cause significant disruption to user group

User Groups

Badminton, Lifeball, Table Tennis, North East Bushrangers Basketball, Benalla Basketball Association, Tennis and Croquet Club, All Blacks FNC, Squash and Racquetball Association

Churchill Reserve

Site Information

  • Brand Architect's preferred site
  • Opportunity for stadium to share facilities with existing user groups
  • Favourable sub-surface soil and building based on recent independent testing and evaluations.
  • Partnership opportunities with existing user groups to upgrade playing surfaces and infrastructure
  • Potential for stadium to be used for emergency management during natural disasters (currently no emergency place of refuge on the west side of Benalla)

User Groups

Benalla Hockey Club, Rovers Soccer Club (inactive), Little Athletics, Benalla Netball Association, Benalla Astronomy Club

Barkly Street

Site Information

  • Located in residential area
  • Site is currently disused with a number of mature trees
  • Development at this site would require the removal of some structures and trees
  • Potential for site to be developed for alternative use such as a Community Hub

User Groups

Site currently unused, owned by Department of Education
