Overview

The draft Climate and Environment Strategy 2026–2030 sets out Council's approach to caring for the environment and building a more resilient, sustainable Benalla over the next four years.

The Strategy outlines how Council will protect our natural environment — including air, water and biodiversity — and respond to the challenges of a changing climate. It covers both Council's own operations and actions that will benefit the broader municipality.

All community members are encouraged to read the draft and share their views, regardless of their background or level of knowledge.

Developed with the Community

The Strategy was developed through genuine community engagement. Council received 73 survey submissions and held four community workshops at Baddaginnie, Swanpool, Goorambat and Benalla. The feedback gathered through this process has informed the draft Strategy.

Council now invites further feedback to ensure the final Strategy reflects the priorities and values of our community.

What the Strategy covers

The draft Strategy focuses on five key areas:

  • Net Zero – working towards net zero emissions by 2040/41.
  • Biodiversity and Regeneration – increasing tree planting and protecting habitat across our region.
  • Circular Economy – reducing waste and keeping resources in use for longer.
  • Water Sensitive Communities – managing water and stormwater responsibly.
  • Sustainable Communities – planning for a more equitable and resilient future.

The Strategy will be reviewed annually to ensure it remains aligned with community priorities, available funding and best practice.

Public Exhibition

The draft Climate and Environment Strategy 2026–2030 is open for a 28-day public exhibition period. We encourage all community members to read the draft and provide a submission.

Your feedback will help ensure the final Strategy reflects what matters most to our community.
