Benalla Rural City Council is developing a new plan to improve how people walk, cycle and use small transport options across our community. We want this plan to reflect local ideas and priorities, and to make getting around safer, easier and more connected for everyone—especially those who need extra support. This work builds on the 2017 Pathways to the Future strategy and will help guide future investment in footpaths, bike lanes and other infrastructure.
The project seeks to address key local challenges, including disconnected infrastructure, crossing safety on high-speed roads, and limited options in rural settlements. The updated plan will align with Safe System principles, the Victorian Road Safety Strategy 2021–2030, and the Movement & Place framework.
